Although the industry's development has intensified and accelerated, with policy support, the market has gradually opened the door to energy storage, but at the same time, it should be clearly understood that the current development of energy storage is still driven by policies, and it is necessary to achieve profitability and move toward business. The development of globalization is still full of uncertainties and challenges.

"Energy" magazine learned that at the National People’s Congress this year, Cao Renxian, a representative of the National People’s Congress and chairman of Sungrow Power Supply, submitted a suggestion that as the global electrochemical energy storage industry continues to accelerate development, the total amount of electrochemical energy storage market in my country is relatively low. , The scale of the industry is still small. A market mechanism and an electricity price mechanism suitable for the development of electrochemical energy storage should be established, and electrochemical energy storage systems should be planned and deployed in more renewable power generation projects to improve energy consumption.

Among various energy storage technology routes, electrochemical energy storage devices have the characteristics of convenient and flexible installation, fast response speed, and good controllability, which can significantly improve the grid absorption capacity of renewable energy such as wind and light, and improve power quality. Smoothing the grid trend and reducing power asset investment play an important role in promoting the transformation and development of energy transformation.

In recent years, the global electrochemical energy storage industry has shown a trend of accelerating development. Countries with mature electrochemical energy storage industries such as the United Kingdom, the United States, Germany, Japan, Australia, etc., mainly through equipment installation subsidies (including capacity subsidies and system subsidies), Incentive measures such as widening the peak-to-valley power price gap and flexible leasing by power grid companies promote their technological development and promotion and application. As of the end of 2017, the cumulative power of global electrochemical energy storage projects was 2,927MW, and the newly commissioned project was 914MW, with a growth rate of more than 20%. However, the cumulative installed capacity of my country's electrochemical energy storage project (lithium-ion battery energy storage) is only 390MW, the total amount of application is relatively low, and the industrial scale is still small.

It should be noted that most of my country's electrochemical energy storage projects are demonstration projects, and it is difficult to achieve profitability. In the long run, it will be difficult to maintain sustainable development if profitability cannot be achieved.

Cao Renxian believes that the main problems facing my country's electrochemical energy storage industry are insufficient support policies and the lack of a market mechanism for energy storage.

At the beginning, my country has not yet formed a systemic support policy specifically for the electric energy storage industry. Although there are some supporting policies that are constantly advancing, they are mainly related to industrial policies for photovoltaic, multi-energy complementary and other types of energy storage methods, coupled with the current high cost of electrochemical energy storage projects, large investment, and relatively low market acceptance. All influence and restrict the large-scale development of the industry.

Secondly, the existing market-oriented electricity pricing methods and trading systems lack detailed implementation methods to achieve the implementation of the plan; in terms of compensation standards, there is also a lack of room for market-oriented promotion and cannot reflect electrochemical energy storage. The role played in the power system and energy system, whose value is difficult to gain through market transactions, has become one of the main reasons restricting the rapid development of my country's energy storage industry.

To this end, Cao Renxian made the following suggestions:

One is to plan and configure electrochemical energy storage systems in more renewable power generation projects to improve energy consumption. Energy storage can significantly increase the consumption level of renewable energy sources such as wind energy and button casing. In the construction of wind and solar power stations, a certain percentage of energy storage equipment is required to improve the grid connection quality of wind and solar power stations, promote the consumption of clean energy, and invest in wind and solar power stations with additional energy storage systems. Policy support for button casing.

The second is to improve the power auxiliary service market mechanism and price mechanism. Establish a button casing market mechanism and electricity price mechanism suitable for the development of electrochemical energy storage, and fully reflect the market value of energy storage in terms of various auxiliary services such as frequency modulation, peak shaving, backup power supply, black start, and demand-side response. Encourage individuals and enterprises to invest in electrochemical energy storage systems to participate in grid peak shaving and valley filling, stabilize grid power supply, and provide electricity price subsidies or initial investment subsidies.
